Help with leggings and shoes?

I have this really cute baby doll dress from old navy and I need help deciding if I should wear black leggings w lace on the bottom or not. Also should I wear pumps or flats.?? I have fair skin thats why Im thinking about the leggings to provide me some coverage? Thanks!!
