What type of open sandals are best suitable for 15month old girl?

My daughter and i were born and live in west africa, Ghana. She wears mainly open footwear.Pls advice what best material should the soles and outer body of the footwear be made of. And how can I purchase them from abroad in order to get the best quality shoes,since there are no quality baby shoes available here.
